The recent Fire at Kamla Mills bring to light the sub-venting of the laws of the land if only to let larger profits be earned by Investors and the greasing of palms of those who issue permissions for operation fitness.
The better way to resolve this and all such issues of the Building permits department, is to post on a website the original plan as initially approved by the Architect, and BMC.
Any changes made subsequently, will have the Aadhar Numbers and Digital Signature of the Applicant, the First Approver, his Higher Authority and so forth.
There has to be periodical checks by the Authorities and any variations noted will have to first be demolished if approvals are not in place.
If Not demolished, then reasons mentioned and posted on the website.
If extraneous pressures, then this needs to be mentioned & exposed.
Officers who have failed in their duty will lose his Annual increment.
Seniors will daily have to do a 4 hour site visit covering 1% of establishments under his control. Any incorrect entry made by his subordinate must be mentioned on the website.
