If any variation observed, the concerned sub ordinates taken to task, and have their Increments placed on Hold for a year. More than one Increment Holds warrant the suspension of the Sr.Engineer and Subordinate and all those who acted in collusion. Also the Contractor gets black listed. His UID cannot be found on any subsequent Company that gets formed with him as part of the new organisation...This is the only way to resolve the issue.

I have said this before. The better way to resolve the infiltration issue is as below: 

The Army should not be used for Peace keeping or resolving any incident in J&K. It has to be the responsibility of the local police to resolve all local issues.

The Armed forces must be deployed only along the borders of the State. This is not only at the Pakistan border but also with other states of India where a common border exists. All transport will be fully examined by the armed forces before any person or vehicle enters the state. This if done on a continued basis for a year will sap the energy of the Terrorist, and Free the country from the resources drain. India can then be at peace with and within itself.
