Why can the State not pull up the Officers who sanctioned the  proposals, the Builders, Architects and all involved who took advantage of this nexus, and Charge sheet them for the crime.
Also the Assets acquired by all the concerned should be seized and placed under the care of the State.
Once done, no one will dare commit such offences and the rule of Law be observed. 
Also care must be taken to ensure the poor tenants who have acquired residence are not penalized.

This is preposterous. While the age should be maintained at 18 yrs to turn adult, for adult acts of crime be it Murder / Rape / Molestation, age has no reference and the act if committed by a juvenile should be considered adult and punished accordingly. By redefining the age of 16+; it indirectly means if one is 16- then if the act is committed it can be condoned. This defies my thinking or that of any sane person.

Regret we have not an established Policy where by the loss from Farm to Kitchen does not exceed 2%.
We need to establish Fruit Processing centers. Besides saving useful fruits from loss, we create jobs, enrich the food chain, cause more useful machines to be manufactured. This can be similar to the Amul experience at all District levels.

What cannot be processed can be stored in Cold Stores for future consumption.

I have said this many a time. Commerce Graduates as part of their education in the pre-final year should be given forms to get personally filled in, by resident Indians in their neighbourhood.

If every student is required to get filled 25 such forms, and if there are a Million Commerce students Graduating every year, then you collect information on

Forms will contain Basic assessment data
1. Type of dwelling,
2. Built up Area of Apartment,
3. Number of earning members,
4. Number of Electrical units consumed the past year,
5. Credit Card No.,
6. PAN No.
7. UID No.
8. Number & Model of Vehicles owned

This Raw data is to be collected and submitted to a Central Authority- which could be the College who in turn hands it over to the University.
This data would be entered by a staff so employed in every District.

An ABC analysis of the data will reveal the persons who need attention based on Tax collected from them.
