The FM is right in his observations. The Government must intervene only to the extent that the Stocks of all Food Grains are available to cater to the requirements of the country for a defined period.
Beyond which it must permit private players to Procure and Market both within the Country and Overseas.

Storage in Warehouses must ensure the First In First Out principle This will ensure No Food Grain Rots.
Below is a Racking system that Auto flows. Loading is at one end of the warehouse and unloading at the other end. As bags get unloaded at the free end succeeding bags travel to exit point for unloading by Gravity.

The better way to bring to a halt all these inconveniences is to declare all roads up to 3 lanes to be Non Parking  at all times.This one act will ensure No Vehicles stay beyond a max. time limit of 2 minutes if needed to disembark a passenger/member of the vehicle.

All Vehicles should have their Owners Mobile Numbers registered with the R.T.O.
Policemen should cease to Tow Vehicles. Instead they should send an SMS to the RTO Control Room. The Control Room in turn sends an SMS to the Vehicle Owner asking him to clear the vehicle immediately. The clock starts. The minute the Vehicle Owner or its driver approaches to clear the vehicle he meets the Policeman. The Policemen asks the Vehicle Owner or Driver to SMS the Control Room, and in turn gets the Fine amount displayed on his Mobile. He either pays the amount and collects receipt, or has it debited to his account, which gets paid ASAP.The Policeman informs the RTO the time when the Vehicle has cleared the spot.
This will avoid all corruption, and ensure Road Discipline.
Currently we have many vehicles that park haphazard because of the presence of  Malls and Convenience Stores. If this way to fine the vehicles is adopted, soon we will have a smooth travel along this Road.

I did write on this earlier, which I repeat below:

Money Trail: When Central Funds are allocated for any Project, this information should be made available on a Central Government Information website known to all. As the funds get disbursed down the line, the allocation tree should be indicated. This one act of information and transparency will ensure that no bribes are paid and weed out corruption. This practice should also be made compulsory to all States. This one act will see India make great progress in a short span of time. 
When an individual who holds public office, either as a Government servant, or a Minister, and if he is found having wealth disproportionate to his know source of income, then the entire wealth should be confiscated and placed under a trust. It then becomes the responsibility of the individual to establish his claims to this wealth.

The Government should have a master plan for the city. Accordingly advice Architects to plan complexes with a Theme. These should represent situations of the places they reflect.
Every Town that goes for development continues with the theme for that town.

So we have one cluster of buildings in the British style, in another town another cluster of complexes in Austrian style, in Japanese style, in Russian style, in Chinese style, in Burmese style, etc.
The streets, street furniture, the retail and shopping outlets, eateries all must blend with the theme.
This will then be the next Tourist attraction. maybe if the Government can think this way.
