Can we have those who generate garbage be also accountable for it's cleaning.
In above image the shops have Vendor stalls on the footpath. They are therefore responsible to keep clean the space between the shops and the Carts. The carts are responsible to ensure the space between their stalls and the Divider is kept clean.
While on the other side of the road, there are No Carts, so the shop is responsible for ensuring the patch between their shop and the Divider is clean.
All Garbage collected must be placed in a Bin to be handed over when the Garbage Truck arrives.
