Why can the State not pull up the Officers who sanctioned the  proposals, the Builders, Architects and all involved who took advantage of this nexus, and Charge sheet them for the crime.
Also the Assets acquired by all the concerned should be seized and placed under the care of the State.
Once done, no one will dare commit such offences and the rule of Law be observed. 
Also care must be taken to ensure the poor tenants who have acquired residence are not penalized.

This is preposterous. While the age should be maintained at 18 yrs to turn adult, for adult acts of crime be it Murder / Rape / Molestation, age has no reference and the act if committed by a juvenile should be considered adult and punished accordingly. By redefining the age of 16+; it indirectly means if one is 16- then if the act is committed it can be condoned. This defies my thinking or that of any sane person.

Regret we have not an established Policy where by the loss from Farm to Kitchen does not exceed 2%.
We need to establish Fruit Processing centers. Besides saving useful fruits from loss, we create jobs, enrich the food chain, cause more useful machines to be manufactured. This can be similar to the Amul experience at all District levels.

What cannot be processed can be stored in Cold Stores for future consumption.

I have said this many a time. Commerce Graduates as part of their education in the pre-final year should be given forms to get personally filled in, by resident Indians in their neighbourhood.

If every student is required to get filled 25 such forms, and if there are a Million Commerce students Graduating every year, then you collect information on

Forms will contain Basic assessment data
1. Type of dwelling,
2. Built up Area of Apartment,
3. Number of earning members,
4. Number of Electrical units consumed the past year,
5. Credit Card No.,
6. PAN No.
7. UID No.
8. Number & Model of Vehicles owned

This Raw data is to be collected and submitted to a Central Authority- which could be the College who in turn hands it over to the University.
This data would be entered by a staff so employed in every District.

An ABC analysis of the data will reveal the persons who need attention based on Tax collected from them.

What is Important in Public Works Contracts is to have the Paper Trail. We need to know the Engineers who approved that the Check List was observed faithfully and all points to be checked were in Compliance.
The Sr. Engineer who counter signed the same after spot Checks at the Site. The Divisional Head who ensured these were facts being reported, and is duty bound to do random sampling. If any variation observed, the concerned sub ordinates taken to task, and have their Increments placed on Hold for a year. More than one Increment Holds warrant the suspension of the Sr.Engineer and Subordinate and all those who acted in collusion. Also the Contractor gets black listed. His UID cannot be found on any subsequent Company that gets formed with him as part of the new organisation...This is the only way to resolve the issue.

I have said this before. The better way to resolve the infiltration issue is as below: 

The Army should not be used for Peace keeping or resolving any incident in J&K. It has to be the responsibility of the local police to resolve all local issues.
The Armed forces must be deployed only along the borders of the State. This is not only at the Pakistan border but also with other states of India where a common border exists. All transport will be fully examined by the armed forces before any person or vehicle enters the state. This if done on a continued basis for a year will sap the energy of the Terrorist, and Free the country from the resources drain. India can then be at peace with and within itself.

I have written on this earlier too, that the Government of the day can only implement rules they have included in their Manifesto. There cannot be any schemes introduced which find no mention. There has to be a public debate prior to passing any financial impact bills. It is sad that the very people who are supposed to create a better medical infrastructure are permitted to get treated overseas, while their countrymen suffer under poor medical facilities. It is only when every public servant - Minister / IAS / IFS / IPS, is treated to the same treatment as the common man, that facilities within the nation will improve. Until then we continue to suffer.........

Similar to having boosted the Mango production in the country, have been suggesting that all trees planted on the kerbs in urban areas must be fruit bearing. besides providing for shade, they also yield fruits, that go a long way to alleviate hunger of the poor.
The trees could be contracted to a street vendor who sells fruits. This will create a natural supply, and keep prices under check.

At regular intervals one can read reports and complaints of Vehicles being parked wrongly.
 
The better way to bring to a halt all these inconveniences is to declare all streets up to 3 lanes to be Non Parking  at all times.This one act will ensure No Vehicles stay beyond a max. time limit of 2 minutes if needed to disembark a passenger/member of the vehicle.

All Vehicles should have their Owners Mobile Numbers registered with the R.T.O.
Policemen should cease to Tow Vehicles. Instead they should patrol a spot and send an SMS to the RTO Control Room. The Control Room in turn sends an SMS to the Vehicle Owner asking him to clear the vehicle immediately. The clock starts. The minute the Vehicle Owner or its driver approaches to clear the vehicle he meets the
Policeman. The Policemen asks the Vehicle Owner or Driver to SMS the Control Room, and in turn gets the Fine amount displayed on the Vehicle owners Mobile. He either pays the amount and collects receipt on the spot, or has it debited to his account, which gets paid ASAP.The Policeman informs the RTO control room the time when the Vehicle has cleared the spot.


This will avoid all corruption, and ensure Road Discipline.
Currently we have many vehicles that park haphazard on Four Bungalow Lane because of the presence of a road side market. The two lane street thus gets converted to a one lane street, causing untold hardship for all.
If this way to fine the vehicles is adopted, soon we will have a smooth travel anywhere in the city.

I think it is a Incorrect Representation of Facts. Unless the Government and Media do not stop reporting on Religious lines or Caste-Creed lines, India / Bharat will NEVER progress. What you have done by this is to build a Wall along the Fault line. Instead Responsible reporting is where you consider Economic status as the only criteria. We need to economically uplift ourselves and the Country. We need to ensure all our citizens are Literate and not glorify the %age of literacy based on Religion.
Trust from today your Paper will do more Responsible Reporting....

It is a better idea to have these shops pay 10 times the Property tax (10X) for defacing areas beyond their legally approved premise. This will be applicable until such time they restore it to normalcy.
If they use space for commercial or storage purposes then the space so used should be charged 25 times the Property tax(25X) of the legal rate in that locality. This will be applicable until such time they restore it to normalcy.
This is the only way to get the City back to Normalcy.

I had in an earlier blog written how it should be done which I copy below:
  

I have observed currently the practice of the contractor is to take huge bits of rock say 1 inch cubes and mix them in a hot tar and lay it on the ground. Run a Road Roller and claim to have the work done. This to me is Grossly Incorrect.

What we need to do is first have the base earth well compacted to a level of hardness pre-determined. Next we need is have a mix of rock say
30% 1 inch cube + 40% 0.5 inch cube + 30% 0.25 inch cube.

This will ensure the space between two 1 inch cubes are well occupied by 0.5 inch cube, and the space between two 0.5 inch cube is well occupied by 0.25 inch cube.


This will be leveled by a road Roller, leaving a depth of 1 inch for the Top layer.

The Top layer will be a coat of fines and rock size less than 0.25 inch cube. This will ensure the smoothness of the road, and not start giving way to weathering or dislodge of filled rock.

I would suggest that the State procure land 100 mtrs on either side of the river.
This is done without much fanfare.

Once land is procured from the Powai lake point upto Mahim Bay, the current residents are provided accommodation under the SRA schemes.

Industrial Units are debarred to operate along the banks of the river.
All refuse being currently discharged into the river at various points are blocked and high penalties levied on those flouting rules.

Once done the land is demarcated into small plots, they are landscaped and sold to the highest bidder who can build a 1000 sq. ft villa by the river side.

There will be a promenade for the common man who can use the walkway and enjoy an evening by the waterfront.  

Cafeterias can be allocated along the way. An Open theater, an Artist's corner, 
Ideas can be borrowed from some of the best waterfronts worldwide and incorporated here.

The Money so generated can be used to better the City.

I have been writing on this service Doctors need to render to Society since 1970. The only way to remedy this is similar to Engineering students need to do an In Plant training prior to Graduating, Doctors too need to do a six month or one year training as service to society in a designated rural area. It is only after this rural stint can he/she appear for the Graduation Ceremony and receive the Degree.

This rule must also be applicable to students of other disciplines who must do a six month rural stint before being awarded their Graduation Certificates. Focus should be on Each one Teach one, and the evaluation of the student reflects in the scores of the student teacher. Subjects taught can be Languages / Arithmetic / Social Sciences.

Commerce students must assist the Government in conducting Economic Surveys. Government can create many formats for a better understanding of how better they can serve society. Once all citizens are digitized, all properties, and other fixed assets digitised, it becomes easy to nab the Tax evaders.

Once Tax net spreads to include the defaulters, relief can be given to the salaried class, and the retired.
These are the people who have slaved their lifetimes, and the rich enjoy the fruits of their labour. These are the people who after 40 years of service even after retirement cannot enjoy a square meal in peace.

The best way to boost the Economy is to ensure housing for all. This not only creates a huge demand but keeps the Nation on the move.
You will agree that the measure of good governance is when we are able to give a comfortable life to our citizens. The best way to make all feel proud as Indians is to improve their standard of living. The very basic being affordable shelter.
If we enact a law that enables all tax paying citizens who do not have a house of their own, to avail of low interest loan for housing. The interest should be around 6% only.
The applicant of the loan should have been a Tax payer for the preceding 20 years.
Based on the response, the period can be reduced to 15 yrs and later 10 years.
Also the house cannot change hands, be sold or mortgaged for 10 years after getting possession.

The loan should be limited to flats with a carpet area not exceeding 555 square feet.
This one act will not only create a positive impetus to growth, but be a harbinger to better economy, as all will strive to be Honest Tax paying citizens to avail of this facility.

The other outcome will be in creating job opportunities in many sectors.All documents should be well scrutinized to ensure the applicant satisfies all criteria. A website should be dedicated to the cause, with names of those who have been shortlisted and inviting objections if any from others who may be aware of the true facts.This one act will create a huge demand in housing, which will have a ripple effect on Steel, Cement, Sand,Stone, and other Building Materials consumption.The economy will boom, and what is reduced in loans, will be multiplied by increases in Tax collections. For a Better India, keeping the economy growing positively with inclusive growth.

All their wealth be Seized and be placed at the disposal of the Authorities to compensate the affected.

While BMC may continue to search for the concerned files, it is a better idea to digitize all documents and approved plans etc. of every structure in the city. Every ward will have its team responsible to complete the task in a given time. This will ensure such repeats do not happen in future, and responsible officers who sanction incorrect plans for a consideration, have their Benefits and Status demoted. Architects and Builders who indulge in such illegal acts are also Penalized and Black listed. This is the only way ahead.

It is a better idea if RBI approves those applicants willing to open branches in areas where there are currently no services of any of the Established and Nationalised Banks. They should serve in these areas and be permitted to open 10% New branches in Grade IV regions after 5 years; further 10% in Grade III and so on. This will cause greater empowerment of the under privileged.

The FM is right in his observations. The Government must intervene only to the extent that the Stocks of all Food Grains are available to cater to the requirements of the country for a defined period.
Beyond which it must permit private players to Procure and Market both within the Country and Overseas.

Storage in Warehouses must ensure the First In First Out principle This will ensure No Food Grain Rots.
Below is a Racking system that Auto flows. Loading is at one end of the warehouse and unloading at the other end. As bags get unloaded at the free end succeeding bags travel to exit point for unloading by Gravity.

Money Trail: When Central Funds are allocated for any Project, this information should be made available on a Central Government Information website known to all. As the funds get disbursed down the line, the allocation tree should be indicated. This one act of information and transparency will ensure that no bribes are paid and weed out corruption. This practice should also be made compulsory to all States. This one act will see India make great progress in a short span of time. 
When an individual who holds public office, either as a Government servant, or a Minister, and if he is found having wealth disproportionate to his know source of income, then the entire wealth should be confiscated and placed under a trust. It then becomes the responsibility of the individual to establish his claims to this wealth.

The Government should have a master plan for the city. Accordingly advice Architects to plan complexes with a Theme. These should represent situations of the places they reflect.
Every Town that goes for development continues with the theme for that town.

So we have one cluster of buildings in the British style, in another town another cluster of complexes in Austrian style, in Japanese style, in Russian style, in Chinese style, in Burmese style, etc.
The streets, street furniture, the retail and shopping outlets, eateries all must blend with the theme.
This will then be the next Tourist attraction. maybe if the Government can think this way.

It is a BAD idea to reduce the number of buses on the road as a Public Transport by BEST. Yes there should be 99% Up Time for these buses, and Maintenance should be of high caliber.
If the idea is to reduce the number of private vehicles on the city roads, then it is imperative that an efficient public transport be the order of the day. Profit and Loss is not the criteria.Let the fares be decided at cost of operation. Let there be premium fares for the same route also. ie: During peak hours let there be more Ordinary trips, and in non peak hours more Premium trips. The fares for premium trips will be twice of the Ordinary trip, so that members of the public who need to travel speedily can use these premium trips. This will ensure the undertaking does not occur losses.
Secondly it is important that an Annual Audit be conducted for Mechanicals, Electricals, Seating-Back Rest, General outlook of the Vehicle. Vehicles that are inefficient or call for continuous maintenance may be better sent to the scrap yard.
Fleet Up-gradation is a MUST. Members of the Public must travel in Comfort and not be subjected to Stress.
 Thirdly it is a better idea to get in proximity if not at the same stop all buses that are in route, prior to diversion.viz: If on LJ Road Mahim the stretch until Shivaji Park is common, then it is best to have single bus stops in this stretch. The public can decide which bus to board, causing a quick disposal at the stop.

Fourthly the undertaking should think of creating a bus halting stop with a lay-by where ever possible in the City as below.This will ensure the waiting public does not spill onto the roads, and cause buses to halt in a way to block two tracks and thereby cause a reduction in speed of other vehicles.

While it is a Good idea to demolish any structure that is not as per the approved plan, if the demolition has to occur, then the Builder who constructed the illegal structures, the Authorities who turned a Blind eye and issued the Occupancy Certificate, should all be held responsible. Their Assets should all be seized, and deposited into the Public Treasury. From this account should the families being dis-housed be compensated after verifying if they were aware of the illegality or not.

We need to create Market places, where ever the local population exceed a defined threshold.
This is part of the infrastructure need for society to thrive. Until then we can permit hawkers 
On a given stretch of a street / road, hawking should be permitted only one side of the stretch and the other footpath left free for pedestrians. Those wanting to buy goods will need to walk the vending stretch. This single measure will ensure quick flow of those who do not wish to get caught in the melee'. It is also my recommendation to call for designs from architects on standardization and simplification of stall designs and after due consideration, ensure that all stalls on a given stretch confirm to these specifications. The main point for consideration being aesthetics, and standard areas. This stall area is determined by calculating the earnings possible by sale of product vs. the earnings needed for the hawker to maintain a family of four. Provision should also be made to ensure the allotted member alone stands at the stall at the appointed hour for dispensing of goods. His details and photograph should be prominently displayed. No person other than the allotted should be permitted to sell the wares. This will prevent stall capturing. In allotting stalls priority should be given to a single member in a family. Only after all unemployed applicants are covered should the second member be given opportunity.

A religious procession from Dharavi forces motorists to be stuck in jams for hours; many missed their flights.
There should be a blanket ban on all sorts of processions that impede traffic. Any procession or assembly of persons for political, social or religious purposes should NEVER be permitted to inconvenience members of the public at large to espouse their cause. A LAW should be enacted for the same.

Speed Breakers or Back Breakers......

This report of instructions issued by the High Court to comply with creating Speed Breakers as specified.

Having traveled by Public transport(BEST bus) and Auto Rickshaws, today I like many citizens of this city have been gifted with back related issues.

This is mainly because of the constant shocks encountered in course of a journey to work or otherwise. Surely the spine is not designed for such shocks.

I would appreciate if your government at least ensures its citizens are not loaded with health related issues caused by negligence of others in their sunset years.

My suggestion is to have one speed monitor gifted to the RTO.
They will choose their spot of observation. A team will capture the speed breaking vehicle and another team will stop the vehicle and immediately levy the fine for the offence. The first offence will be charged Rs 1000/- and every next offence will be charged at Rs 5000/-. The money so collected must strictly be used for procuring the next speed monitor.

I am sure the way vehicles are being driven on the streets in Mumbai, in a year all junctions will have radars financed by the offenders...... This is a better way to resolve this speed issue...
If they still need to install, let there be a standard followed

Bill to protect Hawkers.....

While the idea of ensuring livelihood of the Hawkers is good, the natural way is to have Market places constructed once a population threshold is crossed. This market place will accommodate all these street vendors, for daily vegetables, and sundry articles. Spots in the market place can be auctioned every year or rotated, so that all get equal opportunity with time.


Footpaths should be clear of all obstacles to ensure rights of the pedestrian. Roads should be clear of all obstacles to ensure right of traffic. This is the better way to resolve the issue.

Enacting  a Law to protect Hawkers is a bad Law, as it tends to encourage street grabbing, block free flow of traffic, shadow legitimate shops which get blocked by the street vendors.

Secondly I did mention earlier, for any law to be enacted, there should be a mention of it in the party manifesto. It is based on the Manifesto that we elect a party or its candidate. Once elected, they cannot throw caution to the winds and do as they please.

Terror Strikes Again.........



I have been thinking how we can face the menace affecting our beloved city of Mumbai and the rest of India.

Regards the Terror threats, my suggestion is to immediately instruct the Police force to build a team of dogs, trained to sniff out chemicals etc.
These dogs will then be moving freely on railway platforms, air terminals and bus depots. This is besides the existing policing being done at the moment. Should the police notice any suspicious movement they can apprehend such persons for further investigation.

Today a high percentage of our population have cell phones.
Most Cell phones are equipped with a Camera.
If an announcement is made on National Television, 
that if people click images of suspicious acts,
and if they feel this could be related to Crime prior to the act or after the disaster has struck,then the person who shot the footage and sent it for telecast will be awarded Rs One Hundred Thousand.

Only that the images must assist the Police to unravel the crime, and arrest the perpetrators, and such footage is accepted as clinching evidence.

This single announcement may cause all & sundry to start shooting on the quiet.

The resultant effect of this announcement will be that no one will dare to be seen in acts of murder lest he be apprehended. Terror Threats and Acts will greatly reduce if not totally eliminated.

This is the only way to punish those who indulge in False propaganda and cheat the gullible. We must have an Authority in place, and all those who wish to Advertise must get their content first approved by this Authority. The Authority is branched according to the various media.ie: Internet, Films, Print Press, Print Magazines etc.
There has to be appropriate certificate from approving bodies for all content mentioned  in the advertisement  before they issue an NOC for Publishing. No media can take it up for publishing in the absence of an NOC.

Raising taxes on these major contributors to the economy would be democratic theft says the writer. What about these high earners robbing the wages of the poor employees to raise their individual pockets. Matter of fact I would suggest these HNI to be taxed at 60% beyond a reasonable income, unless they model their industries as below:

I think it is a better idea if an individual who heads an Institution / establishment earns cumulative in excess of Rs 100,000/- per day, then the Institution / Establishment must have a Fair wage Scheme in place.
Firstly it must be understood that the Company is a single entity.The Management and Workers are not in a Us....Vs...Them situation. All are working towards a common goal, of producing a superior product. All are expected to contribute their best towards this effort.
If all are contributing, then the rewards must also be shared by all in a defined proportion.
It is not anybody's right to exploit another- be it shareholder or worker. Once the output of all are defined, and their share in the Pie, then there can never be a bad situation. The solution therefore is about the receivables in any industry or situation. Currently the max perks are received at the top and the crumbs picked off the floor at the bottom of the pyramid. This is a misconceived notion that it is the top alone that deserves the credit for success. Success can be achieved when every player in the game plays his part and contributes to the targeted goal. We need to create a winning situation and a prosperous society where everyone who contributes gets rewarded. Let us assume these are the different levels in an industry.

If say x=Rs 10,000, then the CMD gets max Rs 1 Lakh. Once this definition is accepted / legislated, then in a given industry if the CMD thinks he deserves more, he has to ensure the value of x at the ground level in his organization changes. This one act will create a healthy environment within the organization, and within society.
This is the best way ahead both for the Promoter, The Organisation and The Worker. This is applicable to every Industry. The answer lies in equitable distribution of the wealth created without discrimination.

The Death Sentence.....

Enough has been written on Afzal guru the past few days. While we should not incite passions, and ghetto a community because of individual acts, no one should be permitted to politicize this.

While I am against capital Punishment for any and all general crimes, I am for it if the crime is committed against the state to terrorize the people, or a grievous attack on the leaders as a reaction to dissent.

Such cases should not even be approached for Presidential pardon, but take its course as per the laws of the land. If judgement is declared as hang until dead, then without further delay this verdict should be executed.

The fourth estate must also stay within limits and not incite passions by debating on it. Judgement has been given. Accept it.

Is it necessary to sensationalize a crime.
If the Cops do not book the offender under the correct IPC there is an issue.If booked there is an issue.

Regret for the sake of sales news reporters are creating a sensation.

Can we have plain vanilla reporting.
Can the reporter instead show how best such incidents can be resolved.
Can we all be part of the solution, rather than the problem.

Drinking and Driving is a Crime.
The levels are debatable. The fact that the person had alcohol content in their stream and committed the accident, is indicative of lack of functional controls.
Let there be no mercy. All individuals must know their limits and stay within it. If it leads to conviction so be it.

Rape of a Woman....

The past two months the Press has been all about Rape and Women. Justice Verma released his report on the need to Act. The Government did and an Ordnance was issued to effect.
I’m sorry if what I am about to say offends the hard core conservatives out there, but I can’t help it.  Everything offends, but we must try. Humans have sex. Having sex is a part of life.  In fact it’s part of the cycle of life.  It’s human nature.  And it’s not bad either. In fact, it’s kinda nice. (No I didn't have sex outside marriage, I knew better.  I grew up in a family with values, but that’s another story.) There has been no discussion on the real reasons of Rape here. What all have been discussing is the punishment to the rapist.

Referring to an analogous situation - I have been a regular writer to all Government bodies that matter, that the better way to stop people from using the streets as their personal toilet is to provide them a relieving facility at regular intervals. Charge a small fee for its maintenance. Then act on those who still continue to use the street. The authorities having acted, the situation today is better than the last decade.
Similarly set up centres where those migrants who need to relieve themselves can visit. It is only when the person is away from home for long stretches that his hormones go wild. If he knows the place to visit and relieve his tensions, and if society learns to accept this rather than condemn, then alone we can be sure our Mothers, Sisters, Wives and Daughters are safe on the streets. Not until then. Else this will continue no matter what the deterrent. 
The only need is to have these centres registered, and the inmates who provide their services are medically fit at all times. The visitor must have a certificate that certifies he is medically fit, and the certificate needs to be validated every 6 months... Think. Maybe this will resolve the issue. Then act on the violators as per the Law.

Regret the issue of corruption has  taken centre stage, and Governance come to a halt.

While we know it was always there, it is now finding its spot under the light.No amount of legislation will curb this.
The only way to resolve this is to have a central website
where money when allocated to various ministries
the ministries in turn display the heads under which they allocate
this tree keeps growing down until it hits the root,
which is the last point of disbursement.


It is here that any member of society can verify if what is mentioned at the root is spent or not.
This is the best way to root out corruption from its roots.
This one act will change the face of the country and within 3 years of implementation we shall be within the Global Top 10 of honest societies.

We also need a law to be passed that if any Public servant / Businessman/ Professional is caught with money beyond his declared source of Income/wealth, then this money is credited to an account of the Central Government and the onus of proving the truth of the money lies with the individual if he has right over it.
This one Act of Parliament will take care of the rest.

While it is a good idea to also supply non potable water, it may be a good idea if the authorities concerned  have all large flush tanks replaced by slim line in residences. Also all residential flush tanks must have a smaller compartment, so that one need not flush 5 ltrs after a urine release, when 1 ltr would do.This one act could save the country of a huge waste of natural resource down the drain.

Racing beyond the specified speed on given sections of the street should be monitored by cameras, and those defying this should be heavily penalised. Suggest a fine of Rs 1000/- for the first offence, and multiples of Rs 5000/- for every subsequent offence and a Jail Term.

Secondly it is the State's responsibility to ensure the Good Health of its citizens. Healthcare is more important than Medicare. A drive down any street or road in the state, will cause so many jerks to the spine, the possibility of having a slip disc is far greater. 


Maybe we need to invest on a smoother ride, if we are to care for our populace.....
