The Development Plan

What needs to change is only the specifications. Norms established for the benefit of the residents remain. The City as a whole is considered.
The Western Suburbs separately and Eastern suburbs separately.

For every 10,000 residents, the allied services have to be established.
ie: the sewage lines, the potable water lines, the public transport, The number of Policemen policing the demarcated area, the Postal services, the Banking services, the Market places. The open spaces, the Gardens, the Green cover of Trees, the parking lots, the schools and colleges, Muna-Muni and Nana-Nani facilities, the Hospitals, the Nursing homes, maternity homes, Shopping centres, laundry'sand many more etc.

Like this once every requirement is established for 10,000 residents, some may be for 25,000, others for 50,000 or 100,000

But once these norms are established, then we must strive to ensure that the Life Index Quality improves and residents get their money's worth by way of taxes paid.
