Harvesting Rain Water that drains into the Sea

Surely we can think of better ways of saving Rain Water that otherwise gets drained into the Sea. Below is a very simple solution provided. If this can be implemented, a good percentage of it could help recharge the water table.
This will help societies who draw ground water for non potable purposes. The 3 inch pipe is fitted below the manhole, so that maintenance is easy, should it get clogged with plastic films etc. The height above the PCC bed is to be ascertained by trial, to ensure maximum yield of clear water. Once the ground gets recharged, the area water table rises, benefiting all. This water can be used for gardening, washing and other non potable purposes
