Who is the Minority

Who is the Minority? Can we Start with those who stand in single digits(ie: below9%): viz Parsis, Christians etc..

While those whom we currently qualify as Minority and use for our political ends should be classified as Second largest Majority. Any Community in excess of 10% should be classified as Second/Third?Fourth largest Majority.
Secondly if the Country accepts the 2 child norm, then children born after the second will be denied of all facilities given to the poor in terms of Ration, Free Education, etc. This will ensure no community drains the natural resources of the country, by not adopting the 2 child norm.
