Being a Good Driver is not the only consideration to earn a Driving Licence.
At the time of Driving Licence issue / renewal, applicants should take an oral test
One of the Subjects should be in given situations what they would do.
If they respond to Honking or Road Rage acts, their status should be deferred,
and made to undergo a 30 session corrective course on behavioural management.
It is only after clearing these exams they be given a Drivers Licence.
Honking should be considered as Noise Pollution and fined accordingly with on the spot fines.
