Who is the Minority

 

The Government must lay down the norm for being classified as a minority.

Their population should not exceed the single digit. ie: 9% of the Total.

Only those communities, caste or creeds that are below 9% shall be termed as minority. The rest shall be classified as second / third largest majority.
