While Service sector employees continue to work from home, we need to ensure  that No one is laid off because of the Pandemic. They all have to be retained and status as before the Pandemic. If at all there can be a General Pay cut, the percentage of which the establishment can decide. This one act will ensure no family suffers the loss of earnings. Inspectors will visit all establishments, beginning with the Hospitality sector,( viz: the 5 Star International Hotels) and Aviation Industry which have been the most badly hit.
General Manufacturing and Service Sector activities can restart with a 50% work force after 30 days from the day the lock down is called off and impact evaluated before easing the Norms further.
The curfew must continue until Diwali, by when we would know the real status of the Pandemic.
No Public celebrations as done on the evening of the Janta Curfew

Public places of entertainment continue in shut down mode, Social Distancing continues, Facial Masks continue. Spitting in public places prohibited. Violators placed at Quarantine Detention Centers for 21 days. Due publicity given to ensure No one dare to break the law.
Migrants continue to stay at their villages, until certified by appropriate authority who permit them to travel to other states for livelihood. All mass movement discouraged until October 2020

Disaster Management - Managing the Pandemic

We need to have a Disaster Management Plan and Protocol in place. We cannot get up one morning and declare. This is not the way. Let's say we have these graded as I, II, III, IV. The Protocol and Do's and Dont's in each Grade have to be well understood by all in Authority. May be a quarterly drill be conducted so that others can see it on National TV.

If we are to bring home our fellow Indians by Rail, Road, Sea or Air, they all need to be quarantined at specific centers created for the same for a day more than the maximum prescribed by WHO. This will ensure the spread is restricted, while the Nation is on the move.

Once  the nation declares a situation in Health as Pandemic - Grade IV, and ask all to stay at home/work from home. Then in the organized sector there has to be a % pay cut. The pay cut is equal to what is needed to manage the workers in the unorganized sector and collected in a separate Pandemic Account. This is then distributed to all in the unorganized sector. Money is credited directly to their account. This will ensure the beneficiaries do not suffer from loss of work & pay. They will get maximum 50% of what they normally earn. This ensures survival while all tighten their belt and be together in these trying times.

The Corona Effects on the poor

The Corona - Covid 19 has caused a massive upheaval in the Global economy and Sustenance. Massive layoffs are round the corner, with resources running dry. It is best at this time the Government of India steps in..through their Public Distribution System. No Money Grants to anyone. All deserving can visit the local Ration outlets and secure their food grains as prescribed per person per Aadhar card. The Ration Shop will record the food released for FREE by securing a photocopy of the Aadhar Card with the recipient signing on it. Every member of the household needs to visit only his Ration Outlet and secure his food grains as per the cards he has at hand, and quantum of grains to be released per person as adviced by the Government of India.
