It is a Sad state of affairs, and not Good for the Army or the Country.
I have said this before. The better way to resolve the infiltration issue is as below: 

The Army should not be used for Peace keeping or resolving any incident in J&K. It has to be the responsibility of the local police to resolve all local issues.

The Armed forces must be deployed only along the borders of the State. This is not only at the Pakistan border but also with other states of India where a common border exists. 

All transport will be fully examined by the armed forces before any person or vehicle enters the state. 

This if done on a continued basis for a year will sap the energy of the Terrorist, and Free the country from the resources drain. 

India can then be at peace with and within itself.

Now that we have Aadhar, there should be no further filling of forms except updating your Aadhar.
Maybe Aadhar can with time add queries to collate more information on all citizens which may be needed for better implementation of Government Schemes.
The various formats must seamlessly synergise, and all sites must have various logos which when clicked take the individual to other Central and/or State Government Sites.
So when Date of Birth is entered in Aadhar, it reflects on the Election Commission site, and creates the Voters Card for individuals who have crossed the age as per law.
This will avoid such situations as mentioned in the article.

This is the way life should be even today. Unfortunately our Law enforcement agencies have lost direction, and think placing curbs ensure safety. Most are in  nexus with mis-informed elements and are driven by the single thought "what's in it for me". This has caused our downfall as a civilized society, with all its evils now reigning over us. AAP is just an outcome of the frustrations of the people, and not a political movement.
