Audit all Flats allotted the Past 60 years.....


The only way to stop these scams is to make the scamsters pay a high cost when discovered... We need an audit of all flats allotted the past 60 years and find the beneficiaries of the same. Are they still staying at the allotted apartment. Have they sold it and got another allotted etc. Once they are identified, they pay current rate for all allotments, and a Fine and a Term in Jail.

Shame the Crime

This is the Best way to reduce all Crime. If a student, then his crime has to be brought to the attention of his school/college authorities, the neighbourhood where he lives.If he works then his place of work and neighbourhood. Crime rates will immediately drop as no one wants to lose respect in their society. The dark side could be cases of suicide, when they regret the shame. But the Police needs to act on this rather than lodge FIR's and place them behind bars for the first or minor offence. The idea is to have a better society for all.

A Free Ride to Everywhere...........

Any person who seeks to serve as an elected member of a legislative body in a given  region or area, can stand for election to represent the region or area. Once elected, he is required to represent his constituency and ensure their aspirations are met. He must be an embodiment of their lifestyle, and his earning shall be reflective of the average wage of his constituency. An Improvement in the standard of living of his constituency by default improves his life style. His medical treatment also has to be similar to what his constituents undergo. He uses the same infrastructure, and is accorded the same treatment as ordinary citizens in his constituency.This would be True Representation of the People as envisaged by our Founding Fathers.

Death of the Death Penalty


As a Civil Society, we should abolish the Death Penalty. What we need is to punish the Guilty. Death is NO punishment. It is an escape into the other world. Punishment should be for Life until Death. No clemency,No pardon,No Time. In Jail forever. Must be given hard labour to pay for his stay. If he has caused Monetary loss, all his wealth should be seized and handed to the victim's family in compensation.

A Stretch in Time

The internal roads in Manish Nagar are in a state of dis repair. On 17th was a puja to mark the event. Nothing beyond that it seems. Will the repairs be taken in earnest and work completed before the State Elections. Only Time will Tell. 

Corporate Guilt


The only way to resolve graft cases is to have the entire wealth of the guilty itemised & then confiscated and placed in the central treasury. It is for the guilty to prove the wealth is earned legitimately and not through corrupt practices.

The Officers handling the case should be held accountable

The Officers handling the case should be held accountable. Does not matter if a constable dies along the way. The concerned senior must have all files in the custody of the station. The issue here is not of the guilt of Salman, but of the manner the case has been handled, the records being manipulated, and the force under the shadow of guilt.

A way to enjoy the festival and No one gets hurt.........Govinda

The Court Order is to ensure No one gets injured.
My idea is to ensure the charm of restricting the height or placing other parameters for compliance takes away the spirit of the festival.

My suggestion is to have a Mobile Crane with a Boom of over 100 feet high.
Install about 30 slings to be attached to the safety jacket of the participants.

Then they need not worry, as should they slip the pyramid cascades down but upto a certain level only, after which they are manually descended with the Boom.

Rules must be laid as to how many times a participating team can be permitted to fall before making another attempt at the Prize.

Building Norms

BMC must put up a website, with Norms laid for Pre-Construction, On Construction, Completion of Construction, NOC requirements for Occupancy Certificate, Safety Norms to be complied at the 5th year, 10th year, and later every subsequent year.
The submissions and Payments are done on line. If violations are observed, the Managing Committee is held responsible and prosecuted. Reminders are auto sent to the concerned building committee members to submit online. No one can claim ignorance.
This one act will ensure no lives and property is lost due to callousness.

This Must Stop


As the Festival Season starts, we will have many Pandals erected on Main Roads and Bylanes.
No Pandal under any circumstance should be allowed to dig the road to erect the bamboo support.
This is the beginning of the road crumbling, the results of which we witness every monsoon.
Instead they should be asked to erect a double walled scaffolding as shown below. 

This will create a win win situation for all. After the event the scaffolding gets dismantled. Roads stay secure. and Pandal is Firm. This is the way ahead for all such pandals.

Water Waste.....

If one travels in the city one can see good water being wasted either through negligence or underground pipe cracks or burst.

Yesterday I was walking from Marol Naka into Chimatpada. 200 mtrs into the lane and good water was continuously flowing. I was told from dawn the water was flowing due to a pie fracture.

Hoardings in the City......

As one travels along the suburban trains in Mumbai, you see all sorts of Hand Bills advertising services or products stuck haphazardly in an annoying fashion in the compartment.

The best way to resolve this issue is for the Railways to enter into an agreement with the concerned Telephone/Cell phone service providers. At regular intervals, the Railways only need to collect the advertised numbers on display, and inform the concerned service providers to block the advertised number.

When the client visits the service provider, he is asked to get a NOC from the Railways. When he approaches the Railways, he is asked to clean up the mess he has created or Pay a fine of Rs xxxxx
This one act will ensure in a short time all trains and other public utilities are not disfigured. 

This same Law can be applied to Hoardings. The faces / they concerned party involved in raising the hoarding has to be appropriately penalized.

Rajya Sabha.....

The Rajya Sabha should be members Nominated by every recognised body of members. These could be from the Sports world, Film fraternity, Chambers of Commerce, Educational Institutions, Legal luminaries, Medical fraternity, Physicists, Research Scholars, Trade Unions, Universities, etc.

These bodies elect their representatives, and based on the seats allocated the top x are present to represent their community in the Rajya Sabha.

It is for these bodies to ensure their representatives act in the interest of the community they represent. Only then will there be True representation of the Wise.

Hawker Issues

1. In making Mumbai, a better place to live in, have a concerted drive in a given area. Once the area is cleared, get the local politicians, the municipal officers, the local residents, the local police and others involved in a handing over ceremony. It is now for them to maintain the place. Here Hawkers are cleared in the morning and by afternoon it is business as usual.

2. Also make it a rule that Hawking is possible only from Standard Mobile Carts. No one is permitted to lay their wares on the road or build stalls. Also hawking is permitted only on one side of the road. The other path is free for pedestrians.

3. Build Markets in areas where the population cross a benchmark. Shift the Hawkers to the Market place on a first come basis. Make rates for Hawking on the streets double that you charge for similar space in the market.

4. Issue instructions to demolish however old, whether earlier approved or not, all extensions made to buildings on the ground floor. No shop on the ground floor should be permitted to display wares beyond the plinth area.All these extensions are land grabbing by muscle power. No society member likes to get involved for threat of life.

5. Give permissions for all buildings in Mumbai to have their ground floors if approved by their society to turn commercial. This will cause more avenues for wealth generation(for the individual & state), alternatives for the unemployed, and lesser hawking on the streets. 


6. A team of designers,architects,etc to design carts of dimension similar to existing carts.Licence Hawkers alone permitted to stand besides cart.

7. No other structures permitted to sell wares.

8. This stall area is determined by calculating the earnings possible by sale of product vs. the earnings needed for the hawker to maintain a family of four. Provision should also be made to ensure the allotted member alone stands at the stall at the appointed hour for dispensing of goods. His details and photograph should be prominently displayed. No person other than the allotted should be permitted to sell the wares. This will prevent stall capturing. In allotting stalls priority should be given to a single member in a family. Only after all unemployed applicants are covered should the second member be given opportunity.

9. We need to redefine the role of the Police. I think it is a better idea  for the Police to ensure the area under their control is free of Hawkers, Encroachments and Roadside dwellers.

10. There is an increasing tendency of shops and establishments to encroach upon the Public space or pedestrian footpaths, by muscle power or otherwise. A law should be introduced that prevent any establishment or eatery from expanding beyond the original approved building plan and built up area. Permissions if granted by any authority earlier should all be cancelled. Thus all commercial establishments will have to procure additional space for expanding their activities, or give rise to opportunities for new entrants to venture into business. This will cause greater creation and better distribution of wealth. 

11. Even storage outside the shop limits should be banned. This law will create a greater demand of built space and increase the revenue collections. This law should also be made applicable on those who have expanded in their residential Society space. These expansions should be completely cleared and no permission given. 

12. Permission should be given to residents of Housing Societies to convert their apartments for any business activity, which is in the accepted lists of trade acknowledged and accepted by the society. This will create more opportunities for creation of wealth, and ensure that prices are within control through a healthy competition. Licences to be issued to all those engaged in commercial activity. 

13. Another major cause of encroachment is for slumlords to capture spots and erect places of worship. A law should be legislated that for a place of worship to be recognised as one, it is necessary that the spot be earmarked and designated as such. We find suddenly in a slum a spot which was a hutment suddenly emerging as a Temple or Masjid. This causes resentment and disturbance in the neighbourhood. The Law should treat such places as illegal and have them demolished.

14. Can we have a Law that makes it the responsibility of the local police under whose jurisdiction this street happens to ensure no one arrives from nowhere, and makes the street their home. They just need to be sent to the nearest beggar’s home. The men & women have to be skilled during their stay at the home based on their inclinations, and converted to useful members of society. Once skilled they have to be asked to return to their place of birth/origin and begin life anew. Else the City will forever be an overgrown slum, inviting more children to the dark.

Fire Fire!!


It is Sad to read the Municipal Commissioner and others Comment about flouting of Norms. 
Were the Norms adhered to at the Time of issuing the Occupancy Certificate
If Not, the Concerned Officers who issued the Clearances should all be suspended from Service immediately.
The better way to resolve the issue is:
Create a website where every authorised structure does a self audit every year.
Lay down the points to be checked. The answer has to be clearly a selection of Yes or No
The form will have all points identified with the Radio Button.
Responsibility of submitting and its accuracy lies with the Chairman-Hon Secretary of the Society
The form will be updated every year before the AGM of the Society.

The Form will include Fire Safety, Structural safety, and other essential Norms.

Training camps to be held in areas where the Society Managements are in doubt
Officers from all essential departments will randomly evaluate 3 Societies every working day, 
and submit their findings with remedial measures proposed on the same site.

If any Society has reported False, the Management will be Fined appropriately which may include a day behind bars.

Gradually we will see all adhere to these Norms for their own Good and we need not lose precious lives and assets.

The Salary Surge.......

Last week I read an article in The Times of India on the Salary Surge. It was about the receivables in any industry or situation, where the max perks are received at the top and the crumbs picked off the floor at the bottom of the pyramid. This is a misconceived notion that it is the top alone that deserves the credit for success. Success can be achieved when every player in the game plays his part and contributes to the targeted goal. We need to create a winning situation and a prosperous society where everyone who contributes gets rewarded. Let us assume these are the different levels in an industry.

If say x=Rs 10,000, then the CMD gets max Rs 1 Lakh. Once this definition is accepted / legislated, then in a given industry if the CMD deserves more, he has to ensure the value of x at the ground level in his organization changes. This one act will create a healthy environment within the organization, and within society.

Can we have a Regulatory Body that does all the Due Diligence and only after all compliance as per required Norms laid out by the Government, will such Projects be listed on the Regulatory Authorities Website. Buyers only need to check this Website, see the rating of the Project and expert comments by the Authorities.
It is when due diligence is to be done by the illiterate- the buyer maybe a Doctorate, but not aware of the loopholes where he can be cheated of his hard earned income.

Road repairs........... the road ahead

In a bad patch as above a good way to rectify this is to have a device fabricated as shown in sketch. This is a steel framework with sides about 3 mtr. A Unit similar to the standard scrubber floats in the framework on the X & Y axis. The scrubber brush is made of High Tensile Steel and around 55 HRC. This is to prepare the surface to accept the molten mix. The mix is liquid Tar with around 1mm sized stone granules. Not bigger. Once the surface is roughened. The mix is poured and the Roller does the next task of leveling the road with the right gradient. Another important point to note is that we need to first specify the load bearing capacity of all streets in the city. If the road is designed for 2000
Kg/Mt2 then we need to have at all entry points a weigh bridge that weighs all Goods vehicles. Those in excess should be de-stuffed before entry is allowed. This one ACT will ensure the roads do not crumble

The terms of the contract should be such that 50% value is paid on completion, and the rest in 3 equal installments.Each installment paid at the end of a year, if earned in time will carry nominal interest as paid by the Banks. Before any installment is due for payment, the Contractor with the Civic Ward Engineer + Municipal Councillor + Citizens Group representative will inspect the status of the work done. If any two of the three members find fault in the workmanship of the road work, payment can be delayed until rectified to satisfaction. The date of next payment is counted from last payment date. Delayed payments attract no interest. Thus by default the road must be in good condition for a minimum of 3 years after handover.



Poor Rains..

Rain or No Rain, we must change our way to grow our crops. Irrigation is a must and all inland waterways must be interlinked. Water diverted appropriately to Power, Agriculture and Drinking purposes. Rain water Harvesting must be mandatory for all projects.  Ponds & Lakes must be created as part of the plan.

Wrong Priorities.....

It is regrettable that the State Government has not understood its priorities. Why is the Minister pursuing this issue single mindedly when the state of  the State is deplorable.

Ganga action Plan..

This is the right way. Also cleaning should start from the head and descend to the feet. ie: from the source and progress gradually until it hits the sea. The head/start of the river is the Best point to start the effort. As the earlier Mile is cleaned and the benefits are visible to the next Mile, locals will be enthused to get the act as their own. Local involvement is the Best. Also Polluter pays Laws should be in Place before you start the clean up. Else Good Money would have Gone after Dirt. Do not take the entire stretch at one go. This is wrong. Divide the sections into as many segments as possible. Once a segment is cleaned it has to be handed to a body which is represented by members from Tourism, Transport, ALM's etc. Besides Houseboats, Homestays along the river banks should be encouraged. Certain sections should be carved our for river water sports etc. It is the responsibility of these organisations to ensure the facilities are maintained.

Elevated Rail Corridor.... the Wrong Choice



Rather than opting for an elevated rail corridor, I would appreciate if the Authorities concerned think of having an underground line after cross over of Marine lines station for the Churchgate bound Train, loops as shown by the dotted lines in image and ascend to finally arrive at Platform 2 on the Slow line as bound for Andheri / Borivili.
Trains follow trains closely in a loop thus emptying platforms of passengers. If the Time between two trains can be brought to 2 minutes and with increase in rakes to a minute it would make all the difference. 

Secondly Slow Trains from Churchgate must be upto Andheri & Borivili only. 
Virar will be Fast unto Andheri.
Slow Trains for Virar must originate at Andheri and Borivili. 
Slow Trains for Borivili must also originate at Bandra & Dadar.
This will ensure all passengers travel in comfort, and the funds to be so allotted, used to better citizens lives.

Taming Inflation

The better way is to have a website that displays stocks of every grain at every depot in the country. The Authorities need only to conduct random checks to ensure what is mentioned is the factual status. Then an informed decision can be undertaken on the movement of goods, to ensure no one takes advantage and profits in difficult times by exploiting the situation. 

Border Security

The Best way to resolve our external security threats, is to build housing complexes for the armed forces along the border in a band of 5 - 10 kms. This along all International border lines will ensure infiltration is more difficult.

Errant Drivers under Eagle Eye of Police

Racing beyond the specified speed on given sections of the street should be monitored by cameras, and those defying this should be heavily penalised. Suggest a fine of Rs 1000/- for the first offence, and multiples of Rs 5000/- for every subsequent offence and a Jail Term.

Secondly it is the State's responsibility to ensure the Good Health of its citizens. Healthcare is more important than Medicare. A drive down any street or road in the state, will cause so many jerks to the spine, the possibility of having a slip disc is far greater. 

Maybe we need to invest on a smoother ride, if we are to care for our populace.....

Drive to rein in rash, young speedsters........The Timesof India,July 26th page 3.

The only way to get these speedsters become responsible citizens, is to block their licence for 5 years if caught over speeding. Their Names, PAN Card Nos, UID Nos, Passport No. must all be placed online to ensure they do not get another licence by corrupt methods. If they manage to, then the concerned officer who issues the licence gets suspended for a year from service.

Is it necessary to sensationalize a crime.
If the Cops do not book the offender under the correct IPC there is an issue.If booked there is an issue.

Regret for the sake of sales news reporters are creating a sensation.

Can we have plain vanilla reporting.
Can the reporter instead show how best such incidents can be resolved.
Can we all be part of the solution, rather than the problem.

Drinking and Driving is a Crime.
The levels are debatable. The fact that the person had alcohol content in their stream and committed the accident, is indicative of lack of functional controls.
Let there be no mercy. All individuals must know their limits and stay within it. If it leads to conviction so be it.
 

Road Sense...............

Can the Traffic Authorities do away with all the speed breakers in the city,
and get to those drivers who violate Traffic Rules & Discipline.
Penalty should not be only a monetary fine, but also compulsory  attend a Road Sense Class, which must extend beyond an hour.
Presently these rash delinquents, think they can get away with a monetary fine.
We need to hurt them where it hurts most. That is on their time.
If after attending two class, his behaviour does not improve, then his licence gets revoked.
This re vocal is displayed on a website, so that before fresh issuance, the concerned officer can check if he is a banned driver or not. This act will compel all drivers to be responsible citizens.
We who travel by the public transport today, have to bear the violent motions caused by these speed bumps, as these are Weapons of Mass Discomfort.

The better way to bring to a halt all these inconveniences is to declare all streets up to 3 lanes to be Non Parking  at all times.This one act will ensure No Vehicles stay beyond a max. time limit of 2 minutes if needed to disembark a passenger/member of the vehicle.

All Vehicles should have their Owners Mobile Numbers registered with the R.T.O.
Policemen should cease to Tow Vehicles. Instead they should send an SMS to the RTO Control Room. The Control Room in turn sends an SMS to the Vehicle Owner asking him to clear the vehicle immediately. The clock starts. The minute the Vehicle Owner or its driver approaches to clear the vehicle he meets the Policeman. The Policemen asks the Vehicle Owner or Driver to SMS the Control Room, and in turn gets the Fine amount displayed on his Mobile. He either pays the amount and collects receipt, or has it debited to his account, which gets paid ASAP.The Policeman informs the RTO the time when the Vehicle has cleared the spot.

This will avoid all corruption, and ensure Road Discipline.
Currently we have many vehicles that park haphazard on the Lane because of the presence of a road side market. The two lane street thus gets converted to a one lane street, causing untold hardship for all.
If this way to fine the vehicles is adopted, soon we will have a smooth travel anywhere in the city.

It is common to see vagabonds and Drifters lie low by the Tracks and strike at unsuspecting travellers, in the hope they drop a  bag/wallet held on hand. This act causes untold misery on the inflicted as above.
The better way to resolve this is for suburban trains to have low light vision cameras fitted to the drivers and gaurds cabins and capture all images as they pass by. This is relayed in real time at a centre, and any suspicious activity is alerted to the local police who investigates and files a report or nabs the culprits immediate and these culprits are exposed in the Press so that they are shamed for doing so. 
They are then Punished as per law.

Beggar Stroke

It is unfortunate, while we plan to develop Mumbai as a 21st Century City, the law enforcing authorities have failed in their endeavours. Beggars of all types infest the streets, making it their home. The Metro has just been inaugurated, and at DN Nagar below the station, they have arrived to make this their new home.

These Beggars should be gathered in a vehicle and sent to the Beggars Home.
Here they get segregated into Male, Female and Child. The able bodied males should be taught appropriate skill sets and made to work either within the premises or outside, creating useful products for sale. The able bodied women skilled to prepare products that find usefulness in homes.

We need to ensure they do not return to beg. It is the responsibility of every Police Station to ensure, their jurisdictions are beggar free. They need to be handled with humanity and strictness to achieve desired results.

Illegal Extensions


From the images above, one can see how a structure built recently, and the occupants on the ground have extended right upto the road front. They all would have paid for 250 square feet shop, and now occupy a 750 square feet area used to randomly store goods or use as food outlets.

The better way is to levy a charge 100 X the std levy applied to the shop Per Square Foot. All areas above what has been shown in the Plan is to be charged until the owners can prove they do not occupy the open spaces.
