We need to have a Disaster Management Plan and Protocol in place. We cannot get up one morning and declare. This is not the way. Let's say we have these graded as I, II, III, IV. The Protocol and Do's and Dont's in each Grade have to be well understood by all in Authority. May be a quarterly drill be conducted so that others can see it on National TV.

Money is credited directly to their account. This will ensure the beneficiaries do not suffer from loss of work & pay. They will get maximum 50% of what they normally earn. This ensures survival while all tighten their belt and be together in these trying times.
