The Better way to resolve this and similar issues is to Penalise the Builder, the Municipal Officers who gave approvals, and all other Authorities who connived in the Scam, by having their assets seized. Then let the victim be compensated, and the illegal structures be demolished. This is the Best way to ensure such malafide acts never recur.
